To All CFTDA Members:

 

At last November’s meeting, it was requested that our By-Laws be amended to reflect the following changes:

  1. Removing the provision that would allow mail-in ballots.
  2. Establishing a different dues rate for Professional members.
  3. Requiring an individual to have paid their dues in order to have access to the website.
  4. Moving the time dues are payable from a calendar year to a fiscal year
  5. Making any other changes deemed appropriate.

 

To that end, during that meeting a subcommittee comprised of Randy Collins and Gail Warner was appointed to draft these amendments which have  subsequently been shared with the Board of Directors. After their review, it was  recommended the changes as shown in the attachment move forward for consideration by the membership FYI: all additions are highlighted in yellow and deletions appear in red font). A summary of these changes is as follows:

  1. Removing the provision allowing for mail-in ballots (Article III D). In the spirit of item 5 above, a provision in this section was added to allow voice or roll-call voting during a meeting conducted in a ZOOM format. To promote consistency, this was also addressed in Article VIII D-1.
  2. Because the By-Laws already permit the amount of dues to be established by the Board of Directors (Article II H-4) it was not deemed necessary to address different dues rates in this document. However, a provision was added to this section to identify when dues would be considered delinquent and a member no longer “in good standing”.
  3. A provision was added to Article II H-5 to specify that only a member in good standing would be entitled to the benefits of membership (including website access).
  4. Although it was contemplated to change when dues are payable to coincide with a fiscal year, upon recommendation of our Treasurer and concurrence with the Board, it was agreed to leave the term of the dues on a calendar year (Article II H-4). To avoid any misinterpretation when dues were considered delinquent, the date of April 1 was added to this section.  

 

Please take a few minutes to review these changes and if you have any concerns or comments, be prepared to discuss at Friday’s meeting. Also, please note that because the By-Laws require any proposed changes to be brought before the membership 15 days before a vote, this threshold has not been met which means, we can only discuss the changes Friday and then vote upon them at our next meeting.

Under the general direction of a dean, an Instructor (Non-Contract/Temporary) provides comprehensive classroom instruction to students from diverse backgrounds for the purpose of facilitating the attainment of their academic or vocational objectives. In accordance with the provisions of Education Code sections 87482.5, Instructors (Non-Contract/Temporary) may be employed up to 67% of a full-time assignment.

Representative Duties

Provide academic instruction to students through lecture, lab, or performance courses; assess and develop cognitive abilities, communication skills, and higher order thinking skills among students through appropriate assignments and activities in one-on-one, classroom, and distance mediated instructional settings. E

Advise and instruct students regarding programs of study, other institutions of higher education, lifelong learning resources, and effective study skills; refer students to support services, programs, resources, and other professionals as appropriate. E

Observe and evaluate student performance in meeting course objectives and student learning outcomes through assignments, projects, discussions, and examinations; provide feedback in a timely manner to student inquiries in class, online, or during established consultation office hours. E

Plan and organize instruction according to approved course outlines and student learning outcomes to maximize student learning in alignment with department, college, and district goals; implement the student performance objectives as listed on the official course outline of record. E

Minimum Qualifications

Candidates must possess the minimum qualifications for the discipline as approved by the California Community Colleges Board of Governors and defined in the Minimum Qualifications for Faculty and Administrators in California Community Colleges handbook.  The minimum qualifications for this discipline are as follows:

Any bachelor’s degree and two years of professional experience; OR any associate degree and six years of professional experience; OR the equivalent*; OR possession of an appropriate California Community College Credential.

Professional experience is required when the applicant possesses a master’s degree.
The professional experience required must be directly related to the faculty member’s teaching assignment.

All coursework must be from a recognized accredited college or university.

In addition, candidates must meet the following qualifications:

  • Registered instructor with CA Office of the State Fire Marshal – State Fire Training
  • Engine Boss certified by State Fire Training or NWCG
  • Completion of S-215: Fire Operations in the Wildland Urban Interface
  • Registered with CA Office of the State Fire Marshal – State Fire Training and/or NWCG to teach the following courses:
    • S-130: Fire Fighter Training;
    • S-131: Advanced Fire Fighter Training;
    • S-190: Introduction To Wildland Fire Behavior;

Supplemental Information

SALARY RANGE:
Part-time classroom faculty are paid between $1,718 and $2,919 per semester per .1 load. Placement on the salary schedule is based on education and experience. Faculty may be assigned any combination of lecture, lab or lecture/lab classes. Following is an example of a 3 unit class:
3 hour per week lecture = .2 load
3 hour per week lecture/lab = .15 load
3 hour per week lab = .1333 load (Except for those listed on Appendix F of the VCCCD/AFT Contract calculated at 75% of regular load.)

STARTING SALARY:
Part-time classroom faculty receive between $1,718 and $2,489 starting pay per semester per 10% load. Part-time faculty salaries are governed by the collective bargaining agreement between the VENTURA COUNTY FEDERATION OF COLLEGE TEACHERS, AFT, LOCAL 1828, AFL-CIO and the VENTURA COUNTY COMMUNITY COLLEGE DISTRICT. Colleagues of the Fire Control 3 Structural Fire Fighting (2018) and curriculum community:

We’ve just turned in the updated Fire Control 3 and Instructor curriculum to staff for inclusion in the agenda for final approval at the July 10, 2020 STEAC meeting.

When this curriculum update started some four years ago, it was hoped to have been completed in 2017. Had it been, we would have need to revise it due to changes in the following NFPA standards. This new curriculum includes all of the provision of these associated standards:

  1. NFPA 1001: Standard for Fire Fighter Professional Qualifications (2019);
  2. NFPA 1041: Standard for Fire and Emergency Services Instructor Professional Qualifications (2019);
  3. NFPA 1403: Standard on Live Fire Training Evolutions (2018)

Based upon extensive stakeholder feedback from the members of the curriculum cadre, students of the three pilot courses, representatives of the ARTP’s and ALA’s and other members of the California fire service, you will note the following improvements:

1.

We included the CAL FIRE C-404 in the Safety Officer co-requisite requirement.

2.

Survey feedback was received from members of the curriculum cadre and students of the three pilot Instructor: Live Fire Training – Fixed Facility courses offered in Menlo Park, Sacramento and Fresno, providing additional improvement guidance to SFT staff.

Based upon the pilot course experience, stakeholder feedback and survey results, a more detailed analysis allowed for additional improvements to the curriculum, aligning it to more closely reflect the NFPA 1403 (2018) standard:

 

  • Adding the Palmer Doll House (multi-chamber burn prop) Activity
  • All hose line activities are in compliance with NFPA 1403, eliminating the mandatory language of a low gpm method of gas-cooling from the water application skill.
  • Development of three videos to be available on line on the SFT website: Whoosh Box, Single Chamber Burn Prop, and Multi-Chamber Burn Prop.

The Office of the State Fire Marshal (OSFM) is providing Notice of Scheduled Public Hearing of proposed modifications to California Code of Regulations, Title 19, Division 1, Chapter 13, related to State Fire Training – fee increase adjustment to certification and training standards for California fire service personnel.

Pursuant to Government Code Section 11346.8, the OSFM will hold a public hearing on the proposed action on Friday, June 5, 2020 at 1:30 pm to accept oral testimony regarding this proposed regulatory action.
